Sounds like a good idea to me, I've always thought Velcro straps would be useful for quick bondage and quick release, safer too in the event of an emergency as no fiddling with buckles or locks required. Then again, a couple of rings for fastening cuffs to is even quicker and unless your sub is the type to try and escape (I've known girls who aren't happy unless there is NO way they can get free) you can use quick release clips or a ring that screws closed. I can still see a use for Velcro straps for binding hands and ankles though sans furniture, wonder if anyone has actually made any for sale? I wouldn't be surprised, us BDSMers are a creative lot when it comes to our art

A creative lot indeed! My favorite concept for a "no-escape" but "low-restraint" device is thin plywood table with 3 holes cut in it. Two smaller holes for the the arms and one considerably larger hole to put the legs through. It would require only one restraint, that being a strap to hold the waist in place. The naughty one would be able to wiggle, wave, kick, run in place - whatever - but neither hand nor foot could reach the floor or anything else - so all that motion would simply be a dangle. You could start with a commercial ping-pong table and a jigsaw and with a little effort - voila! Velcro would do fine for this strap of course. Also, lots of padding would be required at each hole.

Note that I DID mention ping-pong. Otherwise one might wonder how this related to the thread topic.

As to the question of 'Is there a spanko in China.?. Of course there are is the answer. Look how many spankings are given in the movies that come out of this beautiful oriental country. A very interesting idea. One that I had not thought of. An even simpler alternative would be to have only 2 holes for the arms plus the waist restraint. The spankee would be bent over the edge of the table.

The disadvantage of my second option is that the spankee's leg kicking could possibly interfere with the spanking unless they were "encouraged" not to do so. The advantage would be that there would be a more accessible target area including the thighs.
