If my experiences of Tawses is anything to go by Dunde, the colder the better! It's a bit like the cane, I hate it while it's landing but the afterglow is awesome. Either that or I'm mad! (or both lol)

Happy to claim spanking for England and St George ! However England has the cane, Scotland the Tawse, France the Martinet and US has the Paddle, Anyother countries have a specific spanking tool ?
I love women wielding a hairbrush on a boys bare bottom ! But I guess that is not specifically English ?

The birch was the traditional spanking implement in parts of northern Europe, including Scandinavia and Russia. The reason is rather obvious if you look around - there are birch trees almost everywhere. I remember reading a question on a website from an English couple who was wondering how to get hold of a birch. That's hardly a problem here - as long as you dare to be seen with a nice collection of birch twigs in your hand!

There's no particular shortage of birch trees here either. The birch used to be favoured, but a apparently the introduction of the cane was due to Victorian sensibilities, as unlike the birch, the cane could be used on a clothed bottom. My guess is that the Scandinavians, with their sauna culture, were much less prudish than the Brits and saw no need to change their ways!

The cane was also used it here, and the traditional name for it "spanskror" (Spanish tube) still has an ominous ring. My impression is that in later days, the birch was use for young children and the cane for older children/teenagers, probably because of the concern you mention. I also think it was partly a class issue - I can not really see the workers and farmers spending their money on canes.

I did a story for Bared Affair, which has been published here, called Weapons of Choice. It was an article that spoke about various spanking implements associated with certain countries.

Given that there's about nine English people for every one Scot, I reckon the proportion of Library members to total population in Scotland must be higher than in England. Must be something to do with the cold winters.
