"Do Not Spank" panties

Now I'm thinking about world building..

A setting where girls with strict authority figures in their lives have to wear "Spank Me" panties, giving others explicit permission to spank them.

Where girls who don't want to be spanked (or authority figure doesn't want anyone else to spank them) wear "Don't Spank Me" panties.

Those who are neither pro or against spankings wear normal panties - and take their chances that someone might, or might not, spank them.

Alas, I have too many stories on the go.

Goodgulf's "Don't Spank Me" panties raises some interesting possibilities. As things stand, where we have only "Spank Me" and normal panties, the normal panties carry an implicit instruction not to spank. However, if "Don't Spank Me" panties became widespread, then the normal panties would carry an implicit instruction to 'spank if you want'. Given that a lot of us 'do want', this would presumably result in an substantial upsurge in spanking activity. Thus, while it may seem counter-intuitive, I think "Don't Spank Me" panties are a great idea!

I was thinking more of "Spank me" panties meaning the girl wanted to spanked while blank ones show ambiance over being spanked - but anything like that could work.

Perhaps an initiation ritual, a dare or challenge, or a suitable punishment for immodest dress and behaviour.

The girl would be made to wear the 'Spank Me' panties, under a short miniskirt, as she went about her day, knowing that anyone in her college/office/club or other institution who spotted the writing was entitled to spank her...!
