I've used 1, 2, 3, 4, 5, 7, 10, 11, 13, 15 (and no, it was nothing like #1), and 17

What an exhaustive list! Given all these reasons, a person should ALWAYS accept a spanking! LOL
I did think of another one that doesn't seem to fall under any previous items listed.

(20) It's simply an accepted (and expected) part of the society in which the story takes place. There are roles as either spankers or spankees in this fictional setting, so it's common practice--no questions asked, no reasons given, and no resistance. An interesting alternate universe, yes?

You mean that's NOT the universe we live in? Then I'd better stop spanking women I pass on the street, no? And here I thought that there resistance was just part of the play.

To avoid what they consider a worse punishment Ie, not being allowed to attend the prom, losing cell phone privileges, losing driving privileges for a teen. They may ask to be spanked instead of grounded.

21) They've been hypnotised to regard it as normal (i think Cal33 has used this idea)

22) It's been sold to them as a cure for cellulite (and it could well be!)

23)It's been sold to them as a cure for depression (and it could well be, if only because it gives you something else to think about!)

It doesn't work...I've tried it!

Let's not publicise that fact too widely!

Becasue you're the Earth ambassador to an alien race who are mortally offended by your herb garden, and fortunately they have a third gender who have evolved with appendages suitable for administering corporal punishment. I've used this theme just once, I don't expect it to become commonplace.

You mean you're going to leave the myriad of variations on this theme unexplored?

43a) (with acknowledgement to Jools) They've been persuaded that there's an insect on their buttocks which needs to be swatted (and unfortunately some insects take a lot of killing).

43b) They've been persuaded that there's a mark on the seat of their trousers/skirt which needs to be brushed off (and unfortunately, it's a very stubborn mark )
