In the U.S.A., this same concept was once part of 'codes' which applied to motion pictures and even comic books, the "bad guys" always had to lose in the end. (That's why the evil girl was electrocuted by a lightning bolt at the end of the 1950s film, "The Bad Seed," even though in the earlier stage play she simply was left free to continue her reign of murder.)
Numerous Library comments on stories featuring unfair spankings call for the characters causing such 'injustices' to receive their comeuppances (generally via being subjected to CP themselves) in future accounts, however of course that doesn't always happen.
Personally, I don't mind spanking stories which deal with serious controversial issues, a person can always stop reading if he/she starts to feel uncomfortable with the subject matter... --C.K.
