More often than not you got to go sit in the office while your parents were called to bring a change of clothes but you're welcome to imagine what you wish. I grew up in the south but near a major city and I don't remember skirts being much of an issue. I mostly wore pants anyway because my mother hated skirts. The articles of clothing that the schools I went to waged war on the most were cut-off jeans and tank tops. Bare shoulders were the source of all iniquity, apparently.

I thought we had moved beyond the stage when shoulders were perceived as too sensual and disturbing to society to show... I've learned that visible female ankles were a severe problem in the 19th century though, causing much disturbance... It feels very distant when looking at a beach today.

I dunno - whenever I go to the beach I find I can't stop staring at all the women with bare ankles and shoulders.

When I went to high school girls were not allowed to wear pants, and shorts only in gym class. This was a bit before the miniskirt boom so length was seldom an issue, though tight skirts and blouses were frowned upon. All that changed by the late 60s or 70s, same time that it became acceptable for women to wear pants in many workplaces.
Interestingly enough when nurses started wearing pants around 1970 many approved, feeling that they were more appropriate than some of the quite short skirts some nurses wore when short skirts became fashionable. One thing occurred with pants that drew notice,sometimes bright colored panties could be seen through the white fabric!

On the schools I attended, clothing with "holes" were what caused the most problem. "Shredded" jeans being the top of that list, yet oddly enough, some girls wore side-laced jeans much like Rhiana's line also provides. Here's the thing, the girl's who wore side laced jeans, you could see they didn't have any underwear on underneath, and they did wear them skin tight. Yet that was okay (this was 35ish years ago).

After that, you COULD wear musical groups t-shirts and what not, including album covers on denim jackets which sometimes had partial nudity. I don't think political activism was allowed on clothing, endorsing or defying any political group or political construct (KKK, Black Panthers, etc).

actually white panies are very visible through white skirts. I think black panties are the only color that arenot viewable through skirts/pants. I remember visiting a youtube channel where the woman gave a fashion breakdown of what is viewable through what.

Oh yes, white under white is visible if the outer layer is of sufficient thinness and/or fits on the tight side. Have a story here where that plays a part, Melanie -White Pants Red Bottom.
And while on the subject of fashion trends and dress codes, how can we forget the issue of lowriise pants and exposed thongs? Whaletails. Whole sites devoted to people who look for and photograph them(creepy) and related things like thong panty lines.

Tight was the go at high school in my day. Some of the girls looked like they spray painted their jeans on.

And now they wear leggings or yoga pants that clling even tighter than the jeans. Hear that tgat is the current dress code issue, some schools requiring tops that cover the seats of them.
And can't resist the fantasy of a girl getting the Board of Education over her leggings which are much thinner than dungarees, and probably only her thong underneath!

Norways Beach Handball team were recently fined the sum of £1,295 for wearing shorts instead of bikini bottoms at the European Beach Handball Championships, classified as inappropriate clothing for female handball players, though shorts ok for male players, i wonder why bikini bottoms are de rigueur for the ladies mmmmm?
The singer Pink offered to pay the fine.
