Some pretty bizarre things have happened and just cause they seem unlikely doesn't exclude the possibility.
Here in the US, every state is different. and in many states, the local school boards have a lot of autonomy. half a century ago, there was even more autonomy. and individual teachers, too, had a lot more discretion - in what they taught, and how, and how they conducted their classrooms. That was just in the public schools! the various private and parochial schools all pretty much had their own standards and practices.
Given the different regions and sub-cultures, and the different upbringings for individuals, there were a lot of disparate ideas on what was ok and beneficial, and I'm sure it resulted in a wide range of practices.
