But if officials ignored the previous policy, why would they follow this policy?

What a huge understatement!

From what I understand the stated policy regarding gender was only a year old....if the girls had been punished before that, the gender of the person giving the paddling would have been a non-issue in terms of the school district's policy.

The mother, in the interview I saw, was most concerned with the size difference of a grown man and her 96 lb daugther--she said she just felt he was too strong, and hurt her daugther more than he meant to.....but then she also said when she described the damage, he told her that was what her daugther was supposed to look like... IDK.

Last year there was a case in Mississippi where a principal paddled a bunch of 18 year old girls for wearing dresses that were too skimpy to the prom...

A teacher told me his friend as a Principal in an elementary school in Ohio had the student bend over bare bottomed and spanked with his hand. I was told this back in the late 60's. One kid I knew in elementary school said when he was in Catholic school a nun paddled him over her knee bare bottomed with a wet paddle. So it did happen but probably not that often. I see no reason to make a blanket statement tyat it never happened. Some pretty bizarre things have happened and just cause they seem unlikely doesn't exclude the possibility.

Here in the US, every state is different. and in many states, the local school boards have a lot of autonomy. half a century ago, there was even more autonomy. and individual teachers, too, had a lot more discretion - in what they taught, and how, and how they conducted their classrooms. That was just in the public schools! the various private and parochial schools all pretty much had their own standards and practices.

Given the different regions and sub-cultures, and the different upbringings for individuals, there were a lot of disparate ideas on what was ok and beneficial, and I'm sure it resulted in a wide range of practices.

I grew up in New York State. In the fourth grade a female teacher pulled a boy up to the front of the room, pulled down his pants, and spanked him in front of the entire class. I don't know what happened to her. I don't think any of us cared. Some of those teachers and principals did not care I guess. Back in those days parents were very strict, too.

I noticed that in the video that accompanied that story it shows the paddled girl sitting down on a couch with no apparent discomfort. Also when she says that she has bruises on her butt she has a smile on her face. Apparently it didn't upset her as much as it did her mother. The two mothers appeared to be overreacting.

They weren't upset about the paddling. They were upset that the policy wasn't followed. That the people at their daughters' school didn't respect the policy enough to have a female teacher paddle a female student.

I wonder if that school ignores the school board's smoking policy? Or if its football team ignores the steroid policy? Or if it observes the sexual harassment policy? Because if they ignore one policy why assume they follow any policy the school board sets?

More schools should do it (paddle). Only follow the rules.
