Unfortunately, nothing comes to mind with this specific setting, but just for clarity, does the mother willingly participate in that scheme, or is she rather tricked into dishing that spanking in the sense that the loser sibling has to perform a prank or a tell her a lie or admit sole guilt to a joined misbehavior that was committed by both siblings, etc.?

What comes to mind -- even if it doesn't fit the bill -- is a four-part story of Peter242 that has two siblings (older brother and younger sister) spanked by their mother (first installment for him, fourth for her) and both have a desire to be spanked (his is already there, hers is explored along the story) that was discovered by their mother and acted upon. I love this topic. When I was a teenager (a long time ago), my older sister who by then was working got a spanking from mum. I'd be lying if I said I didn't find it arousing.
