She was literally just doing her job and she *wasn't* getting in 'his way' he *literally* diverted as soon as he saw her so he could smack her (she was also standing to the side, not impeding anyones run.)
As for being 'extremely annoying' to his 'fellows' i'm not sure how she did that by standing on the side of the course reporting on the run?
Well, a few runners were diverting over to where the female reporter was standing, then waving as they passed by (one kid even jumped in front of her) to attract attention to themselves, so they could get a second or two of camera time. That might have created the impression that she was in the path of those runners, however in fact they were veering off the course toward her.
The guy who smacked her bottom may simply have acted impulsively, still his behavior was wildly inappropriate and certainly demeaning to his victim. Not only that, but she was clearly being filmed by her camera crew at the time, so his chances of being identified were pretty high.
As stevenr pointed out, there are plenty of sweet feminine derrieres out there which are temptingly 'smackable,' yet a mature, responsible person is expected to control his/her impulses. (I actually did slap an opulent, rotund rear end while out riding my bike a couple days ago, however the woman it belonged to, pedaling an adult-sized three-wheeler, was my darling wife.)
Hopefully the offender will end up apologizing on film to the reporter, admitting to his misbehavior and explaining why it violated the lady's person--I'd prefer that over any legal action, although technically he did commit an assault...
