Spanking in the Wheelbarrow position allows plenty of access to the inner thighs and you have room to use your hand or a hairbrush as you desire.
I would heartily recommend it.

I agree with those who do not use the hairbrush on inner thighs. The appropriate implement is a light, small whip that can be flicked. The skin is thin and sensitive, usually, and steady, light use of a soft whip will produce better results. I did read about this practice in fiction long ago--alas, can't recall the exact book.
