"Souvenir" paddles like that were quite common back in the day. One of my stories, "Vacation Paddling" features just such a paddle, though not the "Bear Bottom" one. There were quite a few variations like "Bun Warmer", "Mom's Little Helper", "Attitude Adjuster", etc. As I recall, the one you speak of featured a fawn and a bear cub, both with "bare bottoms" and, I think, appropriately reddened. Let us know what it looks like when you get it and if it is indeed "used".
Way back in my late-teenage years, I owned several souvenir-style paddles, all of which were eventually misplaced at some point during my twenties, it seems. A couple had the caption "HEAT FOR THE SEAT," one was rather crudely illustrated showing a young kid in a drop-seat pajama outfit (but with the rear flap still in place). The other, a more solid model which I purchased in Florida, showed a caricature of the Coppertone trademark, a little girl whose swimsuit bottom (she had no top but seemed only around four years old) was being pulled down in the back by a playful puppy, leaving her cute derriere mostly exposed--in the drawing on the paddle, the girl had a teardrop on her unhappy-looking face and her bare bottom was reddened slightly, while the puppy was missing. The lettering on that paddle's back was stylized with small red flames, it was reasonably good artwork for an inexpensive tourist product.
(Coppertone's trademark little girl has apparently been "politically corrected" in these days of concern over 'kiddie porn.')
I also purchased a "FOR THE CUTE LITTLE DEER WITH THE BEAR BEHIND" paddle at the same time (while on vacation in Florida), in size and shape identical to the latter "HEAT FOR THE SEAT" one, but I don't recollect the fawn and bear cub having spanked rear ends in the illustrations of them--it did have a fairly small "GRIP HERE FIRMLY IN CASE OF FRUSTRATION" notation in black lettering on the handle, if I'm remembering correctly over the decades.
Finding souvenir paddles in tourist-type shops wasn't too difficult back then, but unfortunately those places didn't provide the strict females I desired to wield them...
