The story that a local council had replaced Christmas with Winterval was an invention of a certain newspaper. The council concerned had organised a winter festival starting well before Christmas and in no way replacing Christmas or those Christmas celebrations supported by the council. This is pretty typical. The one about banning the term "manhole covers" was similar.
