The American Thesaurus of Slang has "hem and haw" as one of the variants of BE IRRESOLUTE.

It's truly an obscure word

Oddly enough, it's a very common word in Scots, though the meaning is different. It means to talk nonsense, as in, "Stop yer havering, lassie!"

'Blethering' is one of my favourite verbs of all time, but only when pronounced in an authenticating Scottish accent.! As Linda says, in Gallic paraphrase, language is a "grand merveil"!
