I can call the story up, but it won't scroll or show more than about 300 characters

It's because Safari is now requesting desktop versions of websites. You can change this in Settings-Safari.

Faygrim (and Tyrport) — I had the same problem after upgrading my iPad OS, came here, found the solution. It works now — thank you very much!

Firefox used to work flawlessly, too. It still does but with iOS update 13.3 and/or Firefox update 20/21 the display mechanism has been altered. It now shows a reading window similar to the Android version. But you have to tap on <color> or any other symbol in the header to make it scrollable

Try selecting a different font size at the top of the story and then go back to the size you want. That seems to get the scrolling down going for me.
