Not everyone wishes, wants or needs to comment on what they have read, its a personel thing. If on the other hand you want to make, making a comment a necessity for the use of the Library thats ok.
I think we've just about explained this to death by now but for the sake of clarity I'll go over it one more time. If you don't want to comment you don't have to but those members who have viewed over 500 stories without a single comment will find they have a limit on how many stories they can view a day. Based on actual feedback received I think the vast majority of readers find this an entirely reasonable stance to take. It takes a couple of seconds to make a comment and we spend hours EVERY day making material available for the likes of yourself to read. Ultimately, it's your choice .. you can show some appreciation of the author's generosity in making their works freely available by commenting once every 500 stories read (as a minimum) or make do with limited access. Either way, no-one is actually forcing you to do anything.

What I find frustrating is that I keep getting messages restricting my use of the library to a very small number of items per 24 hours, if you really want my comments let me read the stories!
To date you've read 1,725 stories and commented on none which is why you are limited. As I've also explained previously you don't have to be viewing a story in order to comment, you can comment on any story at ANY time by simply clicking the comment icon wherever the story is listed. Suggest try reading the Help section and not just the stories.

Another point of disagreement is that I have now tried to leave comments where I can but they do not seem to register--why is this?
As I haven't seen the comments you refer to I can't really say but if you simply commented "nice story" all the time then they've probably been removed.
