Limited account

I'm guessing that if you wait a day, you'll have limited access to stories and therefore should be able to post a few comments on those you're able to read--which would presumably restore your unlimited access for the moment... --C.K.

Explaining why instead of commenting you applied for a duplicate account would be the way to go.

CK is exactly right but it's also clear the poster hasn't bothered to read any of the Help or About sections of the site as if they had they would be aware of how the "limit" works, that you can comment on any item by simply clicking its comment icon (rather than via the story viewer) and that people trying to register multiple accounts as a means to avoid commenting are more than likely to be banned.
