These are rural and remote communities, some infractions like adultery are NOT illegal in Peru, and the people involved are clearly not uniformed officials. In one film it is clearly stated it's the mother.
I've been to mountain areas in Peru. (My wife is Peruvian) They are kind of their own world and VERY rural, populated by various Andean indigenous people, many of whom speak Quechua rather than Spanish. Think of visiting the remotest parts of Appalachia in the USA. It's like that. I've met these people and they are very different from anyone from the cities, especially Lima, and in these videos are clearly operating on a community rather than governmental level, and in news articles about these cases, the people involved are considered 'vigilantes'. Maybe I'm being picky, but I'm looking for a sanctioned judicial example like Singapore, only where women strike male offenders. I don't think it happens, despite what the AI internet search bot says. Even it did not give an example.
I do appreciate the link though. (BTW we also have a Peruvian three-thonged braided whip. But it had to be modified since it is meant to be used on animals and the untreated tips would tear up human skin.) |
