I have a story of a spanking / love affair of a 60+ year old man with a girl in her late 20's, "He'll Spank Me."

I have the same interest, however I am more interested in a story where the older man finds himself over the knee of a younger woman. Is anyone aware of ant stories or serials with that plot line?

I love age reversals so you could try "Proxy" and "Milgram 2016", although the age disparities are not quite as extreme as the OP's criteria....but significant enough I would think. And the positions involved are not OTK, but I am assuming you meant that metaphorically.
