Christmas Across The County Line, Goodgulf, written as a long story, 52,847 words. split out as a series, available as an ebook.
Following a collapse (not detailed) the USA is barely United and has a symbolic King. While putting the pieces back together, they gave up any attempt at uniformity of laws. In one area all drugs could be legal, in another getting caught with tobacco could get you 5 to 15 in prison - that sort of thing. Wellington County is more or less the same as mainstream rural USA, but next door in Hazard County they are spank happy. Any adult can spank any minor (i.e. under the age of 21). This mostly means that girls in their late teens are spanked. A girl living in Wellington County has relatives living in Hazard County, and decides to spend Christmas of her freshman college year there in hopes of being able to bust her little brother's butt.
Butts get busted, but it's mainly hers getting smack.
Note: I do have other Christmas stories. Check them out.

The Vicar has asked her to supervise a search of the church attic, looking for things to sell at the next fundraiser, and the only person who shows up to help is Billy. A young lad, Billy is a fatherless son of an unmarried single mother who doesn't feel a jolt of shame about having a son out of wedlock.
