Well, as I stated in my comments on your story, which I greatly enjoyed (strict-but-caring, maternal-style spanking disciplinarians are compelling characters to me), certainly there was an overall societal acceptance of children being spanked back in the late 1950s-early '60s time period.
I've lived in Texas for over three decades and still consider it to be a bizarre place, notably regarding the way that politicians are allowed by the public to behave (they're the ones who truly deserve multiple, severe bare-assed blisterings), but it certainly is a classic location for child-spanking literature.
It did strike me that there's an autobiographical element to your writing, because it was quite realistic; if the woman in the story was based on your own RL mother, you were blessed during your childhood--although it may not have seemed that way while her "black ebony hairbrush" was cracking across your boyish bare behind...
