Looking for a Book

I recall, when I was in elementary school, a book that involved corporal punishment read to the class by a teacher. I have been unable to find this book and hope you all might be able to help me.

I thought the book was called "To the Tune of a Willow Switch". But, having looked for that title, I must be wrong as I can find no book with that title. The story was about a boy and girl (brother and sister?) with an abusive father/uncle. When the patriarch lost his temper so that he raked the boy with a pitchfork, causing bleeding and eventually scars, the children ran away. They stayed with their school teacher, living in the school house during a bad winter. The climax involved the boy dropping his pants to reveal the scars to officials to make them understand how terrible the father/uncle was.

I'm pretty sure I didn't make up this story. I distinctly recall it being read to the class somewhere in 3rd to 5th grade. On the other hand, I've had no luck finding it, so maybe I'm going crazy.

Have any of you heard of or read this story?
