Running it through Google translate, it seems the spanker isn't a manager, but some kind of outside consultant running a training session of some sort. Maybe: the translation is a bit murky.

I'm sure we have dozens of authors here who could write a MICH better version of the story.

In my humble opinion, public spankings for females, if they err at their occupation is an excellent idea. I would change a few rules. These being that these women should have to bare their bottoms, and given a good caning. And it should become the custom, this wide world over. I can dream can't I, for this wish to come true.
